Managing Strategy Changes and Emergency Withdrawal

 Distinguish strategy, tactics, and task-level actions during incident operations.  Identify conditions that require reassessment, tactical adjustment, strategic change, or emergency withdrawal.  Deliver a concise strategy-change announcement with clear direction and acknowledgment.  Carry out an emergency withdrawal while preserving crew integrity, accountability, and radio control.  Rebuild the incident organization and defensive plan after all members reach a safe location.
